MAFF/DEFRA'S PROJECT APPRAISAL GUIDANCE
We are advised that the Environment Agency's consultants,
Black and Veatch have used the following guidance when preparing the detailed
background reports. Copies can be downloaded by following the links
provided.
There are six titles in the
series, designed to provide an integrated suite of guidance on all
aspects of project appraisal. The documents are intended to assist
knowledgeable practitioners but DEFRA say that they are not
comprehensive manuals or textbooks, nor do they define Government
policy. They also say it is important to read the guidance in
conjunction with the more supplementary guidance issued more
recently which provides updates on
some key issues.

This is essential background reading.
The accompanying Q&A note explains why it has not yet been updated
to reflect the latest guidance issued by the InterGovernmental Panel
on Climate Change on sea level rise.
Interim Guidance Note
(size=161kb) which takes account of Defra's policy on socio-economic
equity and appraisal of human-related intangible impacts of
flooding. (July 2004)

- Sets out a framework for strategic
consideration of appropriate flood and erosion risk areas
related to river catchments or lengths of coast. This should
lead to appropriate problem definition and identification of

FCDPAG3: Economic Appraisal
- This iwas said by MAFF to offer a more
flexible and realistic approach to decision making leading to a
more appropriate selection of standards for different schemes (MAFF
2000, A4. 104pp PB4650). More recently DEFRA have been
trying to develop a new approach to project appraisal based on
Outcome measurement. Details can be found at

derivation of economic values for input to economic decision
making, set out in FCDPAG3, for environmental aspects of flood

Guidance prepared by the Flood Hazard Research Centre of
Middlesex University
The Environment Agency advise us that they and their
consultants also draw extensively on what is know as the multicoloured manual on
the Benefits of Flood and Coastal Risk Management. This consists of the
manual and a CD which cost £130. A flyer and order form can be dowloaded

FRIENDS OF THE RIVERS
ECONOMIC SURVEY
The Friends of the Rivers Economic Survey has now been
published. Copies of the full report on CD ROM can be obtained from David
Andren at a cost of £1 to members of the Alde and Ore Association and £2 to
non-members. Copies of the report can also be downloaded from this site.

UK/North
America Study Team Report (PDF file)
This report was prepared in September/October 2002 by a team of experts from the
UK and North America. One of its key recommendations was to create an
Estuary Planning Partnership and the need to prepare and overarching management
plan for the management of the Alde and Ore Estuary.
English Nature CHaMPS Report (Executive Summary only) (PDF file)
Coastal Habitat Management Plans (CHaMPs) form an important
link in the coastal planning process for managing European and RAMSAR habitat
sites. They are not legally binding on statutory bodies responsible for
managing habitat sites but offer a long term strategic view on the balance of
losses and gains to habitats likely to arise from sea-level rise and the flood
and coastal defence response to such changes. They also put forward
proposals which they recommend should be taken into account in the development
of Shoreline Management Plans and Flood Management Strategies developed by
bodies such as that being developed by the Environment Agency for the Alde and
Ore.
With the help of (Sir) Edward Greenwell
we have secured a CD rom copy of the full version of the English Nature CHAMPs
report for the Suffolk Coast and Estuaries. We think
Appendix A was not included
in the paper version, which we secured when attending the presentation made by
English Nature, the Environment Agency and their consultants in October 2002.
This is important reading and we have extracted the sections covering the Alde
and Ore. We have also extracted the
conclusions from the full report which cover the the coast from
Thorpeness south to the Deben and the Alde and Ore Estuary. (Although the executive
summary for this report can be downloaded from English Nature's web site we have
never succeeded in downloading the full report.)

Stour and Orwell Management Scheme

This is the key document published by the Stour & Orwell Estuaries
Management Group. It is essentially a management action plan which stems
from the overall Management Plan first developed in 1996 which is currently
being updated.

Rural Development Policy
The Government has announced significant changes in their approach to
rural development policy. The key documents can be found through the following
links. Summary to the rural development policy white paper (Our
Countryside: The Future - A Fair Deal for Rural England), the

Affairs announcement on how the Haskins

Guidance on Management Planning prepared by the Countryside Agency

This is an excellent guide to co-operative local planning
between public and private bodies and other stakeholders who share common aims
and objectives.
Guide to the Classification of Public Bodies
Public bodies come in many shapes and forms. This Cabinet Office guide
provides a guide to the classification of bodies and advisory groups operating
under the auspices of central government. These include "executive agencies"
operating as part of a Government department and other "quangos" such as
"non-departmental public bodies" such as English Nature. Despite its title
the Environment Agency is not an Executive Agency operating within Government
but a non-departmental public body operating at arms-length from Government
though within financial and policy resources framework established by Department
for the Environment, Food and Rural Affairs (DEFRA).
Guide to the responsibilities
of Local Authorities
There is much confusion regarding the responsibilities of
local elected bodies. This Local Government Association guide provides a
brief introduction to the respective responsibilities of Country and District
Councils. Although some Parish Councils have a great deal of influence
over the development of local policy their formal statutory powers are very
limited. The main exception in the case of the Alde and Ore Estuary is the
New Orford Town Trust whose members comprise the elected Councillors of the
Orford and Gedgrave Parish Council. The New Orford Town Trust has
significant responsibilities as a Harbour Authority and a Charitable Trust.
Guide to Key Stakeholders
The Estuary Planning Partnership is preparing a guide to
all the public bodies, statutory, charitable trusts and others who have become
members of the Partnership's Wider Group with appropriate web links.
Meanwhile the Alde and Ore Association is developing its own guide. Click

Most of the the documents included inn our Online Library are

space on your hard disk we suggest creating a temporary folder or transferring
the documents you have downloaded to a CD rom. We are hoping to provide
members of the Association on request with a CD rom with documents from our Web
site and Library for a nominal cost (the cost of the CD).
